Is the carbon emissions trading system failing?

It was set up as the key tool in the fight against global warming and allows companies exceeding their limits on carbon emissions to buy credits from those able to beat their pollution targets.

The market was worth $60bn last year and that number is expected to rise substantially in the coming years. 

On Monday's Riz Khan we speak to environmental expert Larry Lohmann who believes the scheme is a failure and allows major polluters to export the problem to developing nations.

Also on the show is David Hunter, the director of US policy at the International Emissions Trading Association, which is looking to expand the carbon trading system as the best means to cut carbon emissions around the world.
